Installation does not properly create PDF24 printer for all users

We are experiencing a problem with the PDF24 printer (9.0.1) on Windows 10 (1909) and I believe it is an issue with the .msi setup.

To recreate the issue,

1 install pdf24-creator-9.0.1.msi
2 logout (optional reboot)
3 login as a different user without local admin rights
4 open Windows settings -- Devices -- Printer & scanners
5 select the "PDF24" printer

Expected result: 3 buttons should display: Open queue, Manage, Remove device
Actual result: no buttons displayed, user cannot set PDF24 as default printer.

I have also tested with version 9.0.0.
