Print to PDF vs Convert to PDF

Hello

I want to know what is the difference between "Print to PDF" and "Convert to PDF" in PDF24?

I know that I should use virtual printer to generate high quality PDF ready for printing, while "Save As PDF" in MS Word will generate poor quality no matter what settings have been used.

I have QR Codes in the PDF and has hyperlinks to make it clickable if the user can't scan the QR Code, I noticed that generating PDF using both above options doesn't make the QR Codes clickable. While using "Save as PDF" from inside MS Word is working!!

Furthermore, I want to generate high quality PDF for printing. I noticed that both options generate same file PDF size (I used Best Profile) So what is the best option?
