PDF24 doesn’t support Azure Rights Management (RMS/AIP) protected PDFs.

To open such files, you’ll need an RMS-aware viewer like Microsoft 365 apps (Word, Excel, Outlook, etc.) or Adobe Reader with the RMS plugin.

If you need to distribute or view them outside your organization, the admin must either remove the protection (if policy allows) or provide a secure sharing method via Azure Information Protection.
