How do I create an image PDF without shrinking images?

I have a bunch of images I want to put into a PDF. They are the exact size and quality that I need. But whenever I create a PDF, the images are much smaller in the PDF than from the JPEGs.

Please send me example image files and an example PDF files to forum@pdf24.org so that I can have a look into it. Please also tell me how you created the PDF.
