PDF24 printer sets itself by default, how to avoid this?

PDF24 printer is deployed in the terminal server; during work, users constantly switch from the working printer, which is set by default, to the PDF24 printer. Users constantly have to reset the default printer back.

Same Problem here. Server2022/Windows 10. let windows manage my default printer is off via GPO

PDF24 itself does not do this. There is no code that does this. I think that this is a side effect of something else.
