When I print offline to PDF24 with a digital letterhead set, the NAW data is shown, but not the logo over the page. If I combine this online, it works fine.

this is most likely a problem with the page size. Up to the current version, the PDF printer places the digital paper at the bottom left corner of the page without scaling it. If the printed page is smaller than your letterhead, for example Letter instead of A4, the top part of the letterhead with the logo falls off the page, while the rest is shown. The fix will come with the next version, the letterhead is then fitted to the page.
Until then:
- Choose A4 as paper size when you print to the PDF24 printer.
- Or combine the files online as you did: https://tools.pdf24.org/en/overlay-pdf
