more than 1 page pdf causes poor image quality

Hi,

In the Editor, when I save a single jpg image as a one page pdf optimized for prepress, the image is of a higher quality than when I save a 2 page pdf with the same jpg image on both pages, optimized for prepress.

Why does increasing the page count above 1 page cause the image to deteriorate? How do I fix it?
