Printing Defaults did not work as expected, but Preferences did. Here's the revised version:
1. Printers & Scanners
2. Add a printer or scanner
3. The printer I want isn't listed
4. Add a local printer with manual settings
5. Use an existing port: \\.\pipe\PDFPrint
6. Manufacturer: Generic
7. Printers: Generic / Text Only
8. Next
9. If prompted "Which version of the driver do you want to use?": Use the driver that is currently installed.
10. Printer name: (for example) PDF24 2-UP
11. Do not share this printer
12. Finish
13. Click new printer in list
14. Manage
15. Printer properties
16. Advanced
17. Driver: PDF24
18. Apply
19. General
20. Preferences
21. Pages per Sheet: 2
22. OK
23. OK
24. Repeat steps 2-23 to add a 4-UP driver.
