Fax can now have +33 9 xxx format, but PDF dont want to use it

Cant send a fax to +33 9 xxxx xxxx

Right, currently we support France landlines. The prefix 339 is used for Non-geographic numbers which are are handled in a special way. We will check the prefix whether we can add numbers from this blocks.
